PC won't shutdown after Win7 install

After install of Win7 to an old Gateway 700LTD, it won't shut down and just restarts when clicking Shut Down, Sleep, Hibernate or using the Power Button to shut down. I have to do a hard shutdown at the point where it restarts.

This is an older machine which could not boot from disk, so I pulled out HD and used another PC to install Win7, but drivers were easily adjusted when I reinstalled HD and it is working well, even the ancient 64mb NVIDIA MX400 video card took it's XP driver.

All BIOS settings are returned to default, I tried troubleshooting various fixes got from Google, then decided to determine if it is a Win7 issue by installing another copy of Win7 on a second test partition, which also won't shutdown. Don't you think this eliminates the OS settings as the culprit?

If it isn't the OS and BIOS is set to defaults, then I am thinking Power Supply or CMOS battery failure. Any other ideas?
 
A dead CMOS battery would not cause the issue you see, it would just require you to keep changing the settings/leaving as default on bootup.

You should try searching the net for a possible BIOS update which could resolve the restart issue as it would add a better stability with a newer OS.

prob with bios update

been struggling with the bios update intel offers for several days now. the only one on the Gateway Product page is the one I have v.13 but Intel offers v.18 for my board, however when I try to run the desktop version it says it isn't for my board (which it is). At first I quit there thinking that Gateway doesn't want it installed for some reason (since they don't offer it), but when things got worse with the shutdown failure, I looked at the other file given which can be run from floppy, Cd or Cd ISO. However I cannot find the ISO file in the zip pack, or the files it specifies for straight copying to CD. Maybe I am missing something but I've been over it a dozen times. anyone know how to navigate these better than I can here?

Update: I just had a big clue handed to me. I was running my bootable HD diagnostics (it's clean) and went through the menu to shutdown and the power button shut down the computer straight away for the first time in 2 days. This seems to indicate it is not a hardware issue or even bios because it shuts down outside of the WIndows environment in boot.
I am beginning to think maybe I have a driver issue in Windows and my first suspect is a huge 2001 Soundblaster software package which I'll uninstall to see. Already checked the 2001 Nvidia 400 video card relic and it isn't the cause.
