PC won't start properly after failed updates

My dad's windows 7 PC was installing updates after 3 years of not being used. However, it got stuck on the 100% update completion screen, then, after an hour or something he just reset it. Now, he just gets a blue screen (not a BSoD) after starting up the PC and can't do anything with it. What to do to get it to work normally again?

Hello Milennin have you tried safe mode?? if not then please do. If you can get that going then you may be able to do a system restore to before those updates because I am guessing there has been some updates that are way out of date and maybe some are those for the period when Windows 10 was being offered as free.
