The best would be Adobe Acrobat Standard or Pro but neither one is cheap. I frequently combine PDFs using Standard and it works flawlessly. I can even combine other many file types with PDFs.

Foxit is an excellent PDF editor program and considerably less expensive than Adobe. Check the following site for more details;

I use PDFCreator. Free software, it works like a printer, you print the first document on the queue, you print the second one on the queue and you print the queue in a combined PDF.

Well, I usually use PDF Split & Merger. This tool helps me split a PDF file into several ones and also combine PDF files into one. This tool is shareware.:shock:
