I have currently have an intel 3570 rig with windows 8.1 if I get a haswell 4770k with a similar specification in ram and graphics will that feel a lot faster on the same operating system in terms of booting speed and starting up programs? And how would it compare if I decide to make the 4770k rig have windows 7 instead of 8.1 would it be faster than the 3570 in starting up windows?
You wouldn't see a real difference until it came to CPU intensive applications such as video editing. You wouldn't be able to straight swap a 4770 for the 3570 anyway as they're different socket types, the Ivy Bridge being 1155 and the Haswell being 1150. You'd need to replace the motherboard as well.
I'd stick with the 3570.

Yeah I think I will stick with the 3570 for now since there doesn't appear to be much of a difference in running windows , any idea if the broadwell series of processors will be much faster than the ivy bridge architecture?
any modern processor will give a similar speed in everyday windows use. nothing new will come along and speed that up. its only in cpu Intensive applications where the difference in cpus comes to light.
if you want to make windows load faster and more snappier invest in a solid state hard drive or ssd for short.
a normal modern pc with a mechanical drive will load windows in around 30 seconds, pop in an ssd and youll see it as quick as under 10.
by the time ive pressed my power button, pulled out my chair, put on my headphones and grabbed my mouse windows will already be loaded and ready to use
