Solved Permanent BSOD with Win7 HomePremium x64, error 0x000000F4

Hello,
I have a problem with Win7 HomePremium x64 on Dell Studio 1557. I had my notebook working slowly and tried to optimize the operating system with WinUtilities 10.83 and MISPBO Registry Cleaner 3.0. After optimization process has finished i had to restart and then i got BSOD with error 0x000000F4 (0x.........03, .......).
I've made a full backup of the registry before optimization but unfortunately can't find a way to restore from this backup. I cannot login even in SafeMode.
When booting in Safe Mode Windows is stopping at: \system32\drivers\classpnp.sys and few seconds after is freezing with BSOD.
Windows repair procedures (from Install CD) didn't work. Tried to update the Windows from my Windows 7 HP installation CD but installer says that only fresh install is possible when booting from CD and the Upgrade process is available after loading the current windows installation - which is not possible becase of the BSOD
I found no way to boot the windows - Safe Mode with or without Networking Mode, Last Known Good Configuration and so on - nothing has worked.
I found my DUMP files in C: location. I found a minidump directory under Windows but it's empty.
I had tested the memory, the hard drive and the CPU and found no problems.
Is there a way to restore the registry whitout fresh install of the Windows 7 HP x64? There is only one partition (the system one) and all of my information is on it.

The Machine: Dell Studio 1557 - Model: PP39L - bought 2 years ago.
CPU - i7
HDD - Seagate SATA 500GB
RAM: DDR3 4GB
OS: Genuine Windows 7 Home Premium x64 - originaly installed 2 years ago and never reinstalled.
Installation CD - Available

Go through the steps in http://www.sevenforums.com/tutorials/219533-troubleshooting-windows-7-failure-boot.html and stop using registry cleaning software.
You can also try to restore a backup of your registry from a restore point: http://www.sevenforums.com/tutorials/700-system-restore.html

Or use this method:

If the above do not work, you will probably end up having to do steps 9 and 10 of the http://www.sevenforums.com/tutorials/219533-troubleshooting-windows-7-failure-boot.html tutorial to backup your files and do a clean install. Hopefully the lesson was learned not to try to optimize Windows 7 with 3rd party tools.
