Permanently select

Is there a way to always select permanently choose "select a program from a list of installed programs" in the "windows can't open this file" dialog?

I mean seriously, not once ever have I wanted to "use the web service."

right click the file select open with/default program then choose or browse to your software. make sure the always use this software box is checked.

No I mean entirely, even for new extensions. I don't want to see the dialog ever again. I know how to set what app opens what files.
