Permission Problems...

Awhile ago I got a few viruses from one of the files I downloaded. I quickly rid my computer of the virus and cleaned everything out. Afterwards I noticed a bunch of completely random things that had changed. These are just a few:

1. my notification box at the bottom right wasn't the little up arrow anymore it was spread out like the way vista and xp used to be. (already fixed)

2.I couldn't access task manager even though I was on an admin account (fixed)

3. my system restore points were reset.

4.My background is locked to a solid color, and I can't change any settings under and 'personalize'. (they are all grayed out) on the bottom it says 'one or more of the settings on this page has been disabled by the system administrator.'

I haven't gotten to fixing the last one, and would really like to do so. I have tried running AVG to find any viruses, running CCleaner to fix any registry problems, and even creating an entire new admin account (which then made the background locked at the default picture that came with the computer) none of which has worked. If anybody could help me with this it would be greatly appreciated ^^

Also - I was just gonna give up and do a clean install of 7 because I don't really have many important files I need to keep on my computer atm, but my laptop did not come with an OEM disk. it is an HP pavilion dv7.

Will this delete all my files? I just need to know so I can backup a few of them first.

When you are done it will be exactly like it was when you broght it home. No documents, pictures, files or email, just like new. So back up, and you will be all set.
Keep me posted.

You might try running the sfc /scannow at the command prompt to fix any corrupted files you might have. It might also help to run a start up repair from the Windows CD a few times.

This is only if you don't feel like doing a complete reinstall of Windows 7 which will no doubt fix the problem for good.
