Permissions issue on administrative account with some exe files

Hi,

I'm a complete computer illiterate so please forgive my ignorance. I had a fault with my browser Firefox saying it was running but not responding and had to be closed or rebooted before opening however it wasn't in the task manager list. The reboot didnt rectify the problem. I 'end process'ed a couple of files on the start manager thinking they were it but it in the end in frustration just deleted Firefox and am using a different browser. However the problem is now when I try to open some .exe files I am being told I do not have permission or the drive is locked and to reboot in an administrator account to gain access but I am on the administrator account. "Run as administrator" has no effect. I tried going to regedit, modifying the default to "%1" %* on some files as I found that on a different thread but this didnt work. I then tried a system restore and it said restore unsuccessful. Have I closed something accidently or changed a setting somewhere that's upset my permissions? Please help!!!
