Personalization

I cannot find "Personalization" page. It seems that it is under "Apperarence and Personalization" but I don't have it. I have "Appearence" only. I remember that few weeks ago when I bought my netbook I sayed something that "Okay, wery well, I can use Aeoro theme". Then I set it to classic theme so that the battery last longer. Now I want to use Aero theme but I cannot manage to go to "Personalization". Could it be a bug closed with the updates? Because this is Windows 7 Sarter.

Windows Starter does not have that feature.

Windows 7 Starter has very limited personalization options. You can not use Aero, you can not change the wallpaper etc.
