You can tell file explorer to open to a certain location.

However, it seems that a number of applications have made it their own decision as to where they think I should be looking for a file to open (Office + some other apps excluded).

Anyone know of a 3rd party app or way to tell those wayward apps where to look by default?

Unfortunately, some applications have a built-in place where to look by default and it's not inherently changeable. Some will learn the last place you looked or opened/saved a file, but it's all up to how the application is coded. I'm not aware of anything that can change that, but that's not to say they don't exist. I think someone on here posted up a pseudo-solution to this by putting a shortcut in the default location to where you'd actually like to save the file so it's just an easy double click away.
