Solved Photo reduction

Windows 7, Office 2010 and Google/Firefox.
For the past 3 years or so I have reduced my photos for emailing by right clicking on the photo (or highlighting a lot of them and then clicking) which would produce a drop-down menu and half-way down this would be 'Reduce pictures' or something similar. There would then be a choice of small, medium or large, giving the picture size etc. Quick and simple.
My pc went a bit wobbly and after getting it back from a shop 'clean-up' I find I have lost this easy method.
Does anyone have any idea as to the program that produced it?

I have installed Fastone and Irfanview but I can't see how to bulk reduce; the words are there but I need to be told the procedure.

I would prefer my original system, if anyone can help.

Unfortunately when I get to the site (32 bit or 64 bit) it says 'The specified release was not found'
