Photo touch-up required please

I have a photo of me and my sister and unfortunately wax got spilt on it. Is there any software that can help me to touch up the photo and get it back to what it was? any help would be appreciated. thank you.

You can use the free trail of Adobe's cc6 and see what you can do in light room :/
There are completely free photo editing software available but it's more or less a manual process of editing,
GIMP is one paint.net is another one that are free and no trail to worry about,
cc6 is going for about 9.99u.s. a month in a year minimum contract.
