I have "Kaspersky Anti-virus NDIS 6 Filter" and "COMODO Internet Security Firewall driver" instaled in my local area conection. I uncheck one of these services and my problem solved. I'm thinking for that issue is the same.

I am getting this error also which is causing disconnects from my SQL database. After running a persistent ping for hours I'll get anywhere from 2-9 dropped packets, somtimes in succession others spread out between successful replys and then it will continue with consistent replys for hours once again without any intervention.

In troubleshooting I've:

Swapped boxes with OEM installs three times (Win7 32bit)
Changed ports on the switch
Swapped out the switch
Ran STP from IDF to the box (this was the second horizontal run replacing the original UTP run)
STP patch cord at the IDF to switch
Swapped patch cord (UTP) from wall to box
Eliminated all electrical interference near box (radio)
Reterminated the CAT6 at the IDF
Bypassed IDF patching straight to MDF
Migrated servers (not because of the issue, just worked out that way)
Changed domain accounts (why? just to try everything)
Swapped NICs (PCI taking away the onboard)
Moved the box to an entirely different wall jack
Uninstalled AV and removed the NDIS filter from the stack.
Configured reserved IP and new A record

There are multiple users surrounding this troubled box but only this user is experiencing the issue. I setup two ping sessions, one local (on-LAN) and anther across the WAN, both failed proving that the issue is the box not the WAN link. Any suggestions are greatly appreciated. Thanks in advance.
