Pixelation in a specific spot on the screen at random moments?

Okay, I really don't know if this is my monitor, or my 7970 graphics card.

I don't know, because the graphics card is brand new (I don't have any long-time experience with it), and the monitor is now using the DVI port versus the VGA (it had always used the VGA before because that's the cord it came with and I saw no reason to use a different cord).

But at random moments, this one spot on my screen (Always the same spot) goes pixelated while playing games. It's not very big, and it's right at the bottom, but it's definitely enough to be distracting and annoying.

But when I change the resolution to another resolution (does not matter what res) and then back to the one I was using, it seems to fix it.

Note that this does not ALWAYS happen, nor does it happen often, but it does happen.

I just want to know if this is monitor or graphics card related, and if there is a solution to the problem other than the temporary one I have now?

There's a handy trick to test if display distortions are in your physical display or in GFX card / system.

When this happens next time, create a screenshot. Now inspect (view) this screenshot. If the distortion is also visible in screenshot, the culprit is your GFX card or system, if it is not visible in screenshot the culprit is your display.
