That function is called "System Mixer" (SoundBlaster calls it "What You Hear").
You failed to list your PC specs so we can suggest any drivers that may work.
However, go to the Control Panel/Hardware and Sound and finally Sound. In the Sound panel click on Recording and if System Mixer is show make it the default playback device. If it is not shown, RIGHT click in an empty space in that panel and then LEFT click on Show Disabled Devices and Show Disconnected Devices. If the System Mixer is now shown you can set it as default device. If it's not shown, either your sound drivers do not support this or if there are updated drivers that MAY get it for you.

windows 7 comes with the imaginatively-titled sound recorder program.

you can't set it to respond to F2 keypresses, you have to start/stop by clicking with your mouse, then telling it where to save the file.

just type sound recorder in the search-box at the bottom of your start menu to try it out.

...or you could try downloading wavepad, and use that again. it should work fine with 7, and it's free.
