Playing Downloded Video files

Not sure I am in the right section.Just wondering if I need special hardware, or Software to play Video Downloaded files that are in .avi,mpeg,wmv,....etc, video formats , so that I can view them on a TV set, without converting them to DVD format and burning them onto a DVD Disc?
Using windows 7 Enterprise X64.

The Win7codecs will enable all files and subtitles to be played properly. The software installs a settings application and there is a checkbox at the bottom for suggested settings. Use that.

I think you misunderstood what I needed to do, or I did NOT make myself clear:

I want to VIEW all the Downloaded Video files on TV, NOT the PC Monitor, and how I can go about setting it up Both the Hardware and software aspects; Like an S cable connection,Video Cards upgrade and etc......what type of software to do all this

Well, first off... You have an ATI Radeon X700 card, at least, according to your specs.

By all technicality, you have the hardware there to output to TV using s-Video. You should be able to pipe that S-Video output (Assuming the picture of the card i see is correct and you are using a desktop.) to an s-Video out.

You have the additional option, with current LCD Televisions, to use the VGA output to pipe video directly to that as well.

I believe there is an S-Video to RCA Video out adapter.
