Windows internet security..? Clearly a rogue AV.
Download Malwarebytes' Anti-Malware. It should get rid of the infection.
Malwarebytes
Make sure the Update Malwarebytes.... field is checked.

You downloaded and ran a full scan in Malwarebytes, and rebooted in 14 minutes?

If not, do that.

It sounds like your virus is still around and it does not seem to be an easy one to deal with. I would take drastic measures - e.g. reinstall after wiping the disk clean. If you have to save data, run it thru an on-line scanning.

Follow Ezio's advice about Rkill. Then run Malwarebytes again. make sure you run update first then run the full scan. This could take a couple of hours so be patient.
Your only other option is a full reformant a reinstall.
