Hello, i believe this is what you are experiencing:

TDL4 rootkits ,bootkits which will infect your Master Boot Record and malicious browser add-ons are known to cause this malicious behavior.

I recommend that you download a Anti-virus and preform a FULL SCAN. This may take a few hours depending on your system and space.
I reccomend:
AVG Free | Antivirus | Free Virus Protection
Norton from Symantec: You Need The Speed
AVAST 2014 | Download Free Antivirus Software for Virus Protection

If these option fail please download and follow steps:
TDSSKiller Rootkit Removal Utility Free Download | Kaspersky Lab US
1, Start you computer in safe mode.
2, Before you can run Kaspersky TDSSKiller, you first need to rename it so that
you can get it to run. To do this, right-click on the TDSSKiller.exe icon and select Rename.
Edit the name of the file from TDSSKiller.exe to iexplore.exe, and then double-click on it to launch.
4, Kaspersky TDSSKiller will now start and display the welcome screen and we will need to click on Change Parameters.

5, In the new open window,we will need to enable Detect TDLFS file system, then click on OK.

6, Next,we will need to start a scan with Kaspersky, so you’ll need to press the Start Scan button.

7, Kaspersky TDSSKiller will now scan your computer for Malware infection.

If all this fail please do contact me, And we will sort this out!

I also recommend that you look at you installed programs and anything you don't need or don't remember installing uninstall. However make sure that you check what you are uninstalling or you may damage your PC.

Sorry, my bad. I think I gave you the wrong link. Try this one. It is really free. I use it all the time.

AdwCleaner Download

No need to install it. You run it directly from the download.

Well what ever I have done it has worked, I no longer have those 'icons' where when I hover over them a window opens,
not sure what I did, but in Control Panel, add and remove, I found a program called 'Safeweb' which was the word that kept showing up on those pop-ups, so removed that, rebooted, and it has gone,

so either it was that or Adware I don't know, but am keeping fingers crossed.
and again sorry if I came over a bit 'ratty' but thank you all for your help.

Will make note of that page, thanks, but to be honest, as now it has gone, I am going to say 'good riddance' and try and forget it,
