Pop ups not poping up right...

I'm using this to-do list/reminder(doomi) and sometimes pop up reminders come up to remind me to do things, this pop up is supposed to pop up above all the other windows, but it doesn't do that...it "pops up" but stays behind all the other windows making it kinda useless.

This also happens on steam, when I first start it up and the "update news" pops up, it also stays in the background. So I'm assuming this happens to pop ups in general in windows 7. Is there a way to fix this?
