Popup that I can send as a file

I wish to create a simple popup that I can transfer to another computer.
This popup will have some txt and, if possible, a simple line drawing. I would want it to popup on the remote computer in the center of the monitor and stay there until closed using the upper right hand "X".

I some times help others on simple computer problems they might have using a remote control program "TeamViewer (www.teamviewer.com).Sometimes I transfer file(s) when they are not at their computer. In these instances I would like to let them know I was there. Ergo the popup

Team viewer itself can create and send message itself. See pic.

I created a .jpg of the popup I want. Attached.

You can send any message you want. As long as it is under their file limit (5 megs I think)

After reflection, I have decided that a ppup is the wrong way to go.
#1. I want to include the kilroy.jpg.
#2 A popup requires a connection via the internet to remain displayed after I disconnect.
The easiest way is to transfer the jpg, hide it somewhere and display it as I leave the session.

I have discovered that if I right click a jpg file and select "OPEN WITH.....WINDOWS PHOTO VIEWER" the photo is centered on the screen like I want. However, I cannot find the .exe file for WPV so I can experiment with a script..
What I am planning is to install the scrip and a particular .jpg on a customers computer (hidden) and invoke it when I am done doing un-attended (on his part) remote work on his computer. This jpg will display a message that I was there http://www.computing.net/answers/windows-7/cant-find-w7-windows-photo-viewer-executable/8245.html#. It will remain on his screen after the connection is broken and until he closes the viewer.
After finding the viewer name I would like to create a scrip that does one of the following:
1. Open WPV and then the jpg file or,
2. Open the jpg file with WPV.
I do not know the name of the file to search for to open WPV, however I found, by searching through "task manager, that the file dllhost.exe in system32. Unfortunately, I could not start WPV by double clicking dllhost.exe. So I guess it must be started through another file.
