First check out your hardware with Dell Hardware Diagnostics from F12 Menu.

If it won't boot and run it could mean your Hard Drive is failing. Confirm this by checking in BIOS setup to see if HD is detected. If not you'll need to reinstall it making sure it is making good contact in its bay, to try to get it detected. If not replace the HD with an SSD which is the best upgrade one can get nowadays, faster than a high-end gaming computer without one.

If HD is detected and you're ready to reinstall then everything needed is here to get and keep a perfect Clean Reinstall - Factory OEM Windows 7 .

Be sure to read carefully the sections in red about drivers because these are handled differently in Win7 than XP. You only need your network driver from the Dell Support Downloads webpage in your backup in case it isn't provided during install, so if necessary you can install it to get online quickly after install to run all of your Important and Optional Windows Updates which should pull in most other drivers and important patches to make them run correctly.
