Power user/super user

I have a problem.

I'm the lucky owner of Windows 7 and i want to make a Power User (Like in Windows XP) so it can be able to create new users and make/reset passwords with it.

There is a Power User in the computer management, but it don´t have the feature I need. I've been told that it has something to do with group policies?.
