I filled out my list of hardware on the registration so I hope that suffices. In case it doesnt, however, I will just say that I have a computer more then capable of running windows aero and browsing the internet at the same time.

So a simple google search tells me that this "slow performance" message and the disabling of my aero is a windows bug. Everyone seems to be dealing with it, and there is no way inside windows to disable this "feature."

I have tried many different methods of fixing the problem, and they stem from a variety of sources. All of them failed.

I do not expect any one on here to give me a fix, however welcome that would be. I would like to know if anyone knows what file and registry entry governs this. Would it be possible to "hack" the system in such a way as to disable windows ability to disable aero?

I would consider either deleting that file or using a 3rd party program to permanently "sandbox" that file. This is assuming I can locate what is responsible.

Welcome to Seven Forums Sourbubbles. It is not a particular file that anyone can find apparently, but rather windows coding that they have not made to be allowed to disable. I'll assume you have scoured the web and have set your performance to best performance, etc. This is not the answer you seek, but I don't believe anyone has accomplished that. Your best bet is to make it easier to re-enable aero when it automatically switches off.
