This is heavily dependent on the installer of the program, many of which give you the option of creating shortcuts either for yourself or for all users. If no such option is presented during installation, and shortcuts are created for all users, then it's simply a matter of moving the relevant shortcut files when installation is completed.


You can access the start menu like this:

  1. All Users Start Menu
    • Click the Start Orb
    • Right-click All Programs
    • Click Open All Users
  2. Private Start Menu
    • Click the Start Orb
    • Right-click All Programs
    • Click Open
Just cut-and-paste the shortcuts from the All Users Start Menu into you private Start Menu.

Why would you want to prevent the creation of folders?

But I suppose the question is what folders are being created where?
