Printer & File Sharing Not Installed

Good afternoon. I am trying to install a program (Hach DataTrans), but the program insists that "Printer & file sharing are not installed". I have gone to Network and Internet/Network and Sharing Center/Advanced sharing settings and have turned on network discover and file and printer sharing for both the public profile (current profile) and the Home or Work profile. The error still pops up. Does anyone have any suggestions?

Is your printer turned ON ? Is this new program supposed to be win7 compatabile ?
