Printer not recognized & k/b & mouse constant driver updates on boot.

I think something is wonky with my Windows 7 64-bit Ultimate Version.

When I booted up my PC, I got this:

This happened about a few times during the past week when I booted up my PC & it starts downloading drivers for my mouse & k/b again.
Yet this does not happen every single time when I reboot my PC.


My second problem is when I hook my printer to my PC via usb cable, my PC does not recognize it.
I hooked the printer up last week & it installed the drivers & it worked fine then, but now I want to use it again & it's not being recognized at all.
I get no options now to instal drivers for it or for Windows to search for it.


This also happens to a lot of devices.
I plug in a external hard drive that I already used on this PC a day ago & it searched for drivers again.
I plug in a mp3 player to charge it & get the same thing, search for drivers to recognized the thing.
Sometimes it looks for drivers, sometimes it doesn't.

The worst thing was after I tried charging my mp3 player, I hooked the usb cable to my PC & it crashed my PC & would not reboot at all!!!

I had to use Windows Startup Repair option.
It said

Windows cannot repair this computer automatically.

The diagnosis & repair details showed my HDD/registry etc... as completed successfully, but at the bottom of the list it showed me this

Root Cause Found:
A recent driver installation or upgrade may be preventing the system from startup.

-Repair action: System restore
-Result Failed Error Code = 0x1f
-time taken = 120,745 ms.

-Repair action: System files integrity check & repair
-Result: failed error code = 0x490
-time taken 2,019,963 ms.

I rebooted & it worked fine afterwards!

For problems with USB devices the first thing I do is in Control Panel, Power Options and set the power saving feature for the USB to Never turn off. Turning the USB off can make the ports/Windows lose track of devices plugged in.

For problems with USB devices the first thing I do is in Control Panel, Power Options and set the power saving feature for the USB to Never turn off. Turning the USB off can make the ports/Windows lose track of devices plugged in.

I went to Power Options, under Preferred plans "Balanced (recommended)" is selected.
Going into Change plan settings, the two options there are to turn off display & Put the PC to sleep mode.
Going into the advanced settings, I got this menu.

Should I change USB selective suspend settings to disabled?
Is there any downside to that?

I have mine set to Disabled, haven't seen any problems yet. I have 3 External USB HDDs connected and frequently have an HDD in a box for working with along with a Thumb/Flash drive or three at times.
