Problem activating ultimate upgrade 64 bit

I own and used to use win 7 home premium 32 bit.
I bought the ultimate version upgrade and so installed the ultimate win 7 64 bit version I wanted with a fresh install. Now I come to activate it I am having problems.
I put in the upgrade code to activate assuming it would accept after also asking for the home premium key first but no go. I tried putting the home premium code in 1st expecting it would then ask for the upgrade code then accept, also no good.
How can i get my windows to activate please?
In summary how do I get activation to understand I am using ultimate 64 bit version and I have the home premium key and the ultimate upgrade key?

You MUST do upgrades from an installed, validated, OS - it's this that the system relies upon to check qualifications, not a previous Key.
You will probably have to reinstall the Home Premium and upgrade properly (i.e. follow the instructions).

You may however, try telephone activation - if you can persude the operator that the install is legitimate, then they can issue an override.

Click on the Start button
in the Search box, type
SLUI 4
and hit the Enter key
follow the instructions, but when asked which service you require by the telephone ansafone, do NOT reply - this should force an operator to respond, who can deal with you

Thank you for replying. You can not upgrade from home premium 32 bit to ultimate 64 bit without making a fresh reinstall because it automatically installs 32 bit ultimate without asking you. I tried before the reinstall which I did after reading other peoples advice on this site. I will try to look into telephone validating but as I live in New Zealand a call to America would be crazy expensive. Hopefully I can find an NZ based operator. Until then if anyone else has any ideas please let me know.
