Look at Control Panel>System. What does it say for installed OS?

Are you using WIndows Updates? I would run them now to see what is cued up in Important and Optional (where you get important drivers and performance updates).

Let Update run its course over some days to see if it gives you SP1 and then IE9.

Always keep your Updates current. I would set them to Automatic.

After installing the important ones and requested Restart, try again installing IE9 from optional Updates.

You also need SP1 which should be delivered soon so watch for it.
