Problem opening software

Hi,

i am having a problem opening different peices of software, When i click on for example CC cleaner it says it says do you want to let the following program make changes to this computer, and the software is Windows Command Proccesor (CMD)
I believe itmay have something to do with te Take Ownership software i used but i still cant fix it.

Right click on the program, then click on "Run as Administrator". You can click 'yes' to allow the program to 'allow change'

7200 and it was a png to ico converter butit started doing it when i got the take ownership .reg file
