you only need the Iso and Rufus the iso download TOOL is an extra and unrequired
download the iso and drag it into rufus

i found a problem to rufus not loading the software i did this and repacked the ios and low and behold it loaded onto my usb i have never got around to trying it on my laptop though
The reason unpacking a Windows ISO, removing autorun.inf, repacking it, and using it in Rufus works is primarily because it bypasses "Access Denied" errors caused by aggressive antivirus software or Windows security features locking that specific file during the USB creation process. Here is a breakdown of why this happens and why that workaround fixes it:
1. The Root Cause: Antivirus Interference

autorun.inf is a Target: Historically, malware used autorun.inf files to execute automatically when drives were plugged in. Because of this, modern security solutions often flag, lock, or prevent the creation of autorun.inf files on removable media to protect the system.
Rufus Failure: When Rufus tries to copy the contents of the ISO to the USB, it attempts to create this file. Antivirus software may see this action, panic, and lock the file, causing Rufus to fail with an "ISO image extraction failure" or "Access is denied" error.
The Error is Misleading: Often, the error message makes it seem like the ISO is corrupt, but it is actually just that one small file failing to write.
considering that your runiing an AV against a site download you believe to be legit..... or is it
the link posted does not need to be AV checked..... thats why Checksum exists if they dont match its been tampered with
