Problem regarding program shifting

I often get these weird bugs on my windows 7 where in i have trouble moving from one program to another via task bar, and if I use alt tab, the program underneath the program above is non responsive, and if I alt tab back to the program I was using previously that one works fine. I some times get it to work again if I CTRL alt delete and re open the windows task manager, the mere act of opening the task maneger makes things go back to normal and makes them responsive again, but i end up encountering the problem again and again...

The bug also affects my google chrome in that if I select a tab it closes instead of selects it. O_O What can I do?

Question, can a faulty usb mouse cause this problem? Cuz I banged my mouse on the table when it was doing un commanded tasks and the problem went away. O_O
