Problem when trying to run old 32bit application

I'm trying to install a small 32 bit application on my Dad's pc (Windows 7 Home Premium x64) and i get the following error http://farm5.static.flickr.com/4065/5075827235_18dcc85394_o.jpg

I have tried running in compability mode but get the same error. The application is an ald bespoke application that was designed for my dad's old work. Is virtualization my only option?

You are no doubt trying to run it on a 64 bit system.

Yes, its Windows Home Premium 64bit, but i thought you could still run 32bit applications?
