Problem when uninstalled skinpack

Hi. I have a problem with my laptop. Recently, i have uninstalled a windows8 skinpack from my laptop. After restart, my laptop shows the windows 7 login and then the screen turns black. A notification came up and said something about my windows7, x64 bit or something like that. From my research on the website where i have downloaded the skinpacks, it sounds like i have accidentally deleted the backup for windows 7 theme. So i need help from computer experts like you guys. Please help me fix this problem as soon as possible. All your help will be aprreciated. Thanks

By the way, my laptop is lenovo G480. 4 GB RAM. Intel i3 processor. Windows 7 ultimate x64

I have tried and it said i have to run the command prompt as an administrator but i cant do it because i cant even see my desktop. the only thing i can do is just open the task manager. when i run the safe mode, its all the same. please help me guys.
