Problem with running programs due to .dll files

Today I've been starting up my pc, which has been treated a little roughly lately (overheat yesterday, and today the power randomly went off) and many of my programs are absolutely unable to start.
I always get the following error:
"The procedure entry point normaliz.IdnToUnicode could not be located in the dynamic link library api-ms-win-downlevel-normaliz-l1-1-0.dll."
The error pops up when I try to run e.g. one of the following programs:
f.lux
League of Legends
Adobe Flash Player
Skype

I tried finding help in other forums but I couldn't find anything that would actually work, so I'm quite desperate.
I already tried scanning for disk errors as well as the "sfc /SCANNOW" in the cmd.

Any help would be highly appreciated.

The "many programs are unable to start" is often a symptom of a corrupted file system -- which can happen due to overheating and/or sudden power off.

IF you can boot into Win7 far enough for it to run, then click on Computer, right-click the drive with problems, select Tools tab, and select Error checking. It will probably ask you if you want this done on a restart. Click Yes and the PC will reboot, and then, you should see text messages on screen while it checks the filesystem.

Sorry to say this, but if it finds a bunch of bad files, you may have to reinstall Windows if those are system files.

When you have power fails then the likelihood is you have corrupted files. Do you have a restore point dated before the power failures? If so I would try that first. Also I would get a UPS. Even a cheapie UPS is better than just letting the HD go dead during disk writes.

Do you have a restore point dated before the power failures? If so I would try that first.

I do, and I restored it, and I tried it with one 2 days back and one 1 week back where there was no problem at all and my pc was running smoothly. Sadly, that fixed nothing at all, the errors still occur on startup of many programs.

That's one more strange thing - I actually am writing this on my computer. I can use it and it has internet connection and everything, I can also use Opera. But still the majority of programs fail to work.

Done. I'm sure I did everything correctly, though on startup the errorcheck just told me that "C: is clean" and continued to startup my PC. Errors still occur.

Additionally, on startup it now gives out a "Fatal Error" stating that it "Failed to load library 'URLMON.DLL'"

Thanks for the great answers in the short time, I hope you have one or two more tricks to guide me through this problem.

Edit: I tried Startup Repair off my Windows CD. Told me my Windows doesn't have any problems, so it can't fix any.

If you have system corruption due to power fails there's generally no fix other than reinstall or restore from an image made by a backup program. That's why people get a UPS and an image backup program. 1/2 second power fail, esp. during boot up, can have you spending a day or more reinstalling and customizing from scratch.
