Problem with win7(Any icon)

Hi,
When i login in windows 7.
I have one blue page with any icon after enter username and password.(Not blue screen of death).
But Alt+Ctrl+del worked.
What i do?

Try using a Restore Point from before it started happening.

When i do the below instructions, The problem solved.But after restart occurs again.
cmd==>explorer.exe

You make no mention of a Restore Point. If suggestions are ignored there's no point in working the issue.
