Solved "Problem" with window expanding

Hi,i have a windows 7 laptop,but there seems to be something wrong when trying to extend a window on my second username.So...because i cant really express what i mean better have a look on the screenshots below:
The first one is supposed to be the "wrong" one while the second is the normal one.Is this normal?And is there a way to change it back to what it was?
I know its a stupid detail and i shouldnt even care but im really picky and...yeah.

Nevermind got it!

just if anyone else has the same problem!
