Hi yalom and welcome to the Forum.
Bit confused with your problem! If your computer does not restart then how can you open a program? When you say it fails to restart, after doing what?

Hello yalom and welcome to Seven Forums.

It's possible that Microsoft Office became damaged or corrupt. You could try repairing it to see if it will work without causing any more blue screens. Or you could completely uninstall it and then reinstall a fresh copy.

Repair or remove Office - Access - Office.com

You could also check to make sure that Office didn't damage or corrupt any of your system files by running a system file checker scan. Run it from and elevated command prompt (option two.) If any problems are found, run the scan 3 times and reboot the computer after each scan.
