Problem with YouTube. Videos stop buffering. ISP filtering?

Hello all. I'm at my wits end with this problem. I really hope some one can help.

About 3 weeks ago this problem developed. When watching a video on YouTube it will stop loading and the video will freeze with the circluar 'buffering symbol'. I can see the gray progress bar stop at the bottom of the video. Sometimes this will happen after as long as 5-10 mins and sometimes after 5 seconds. Refreshing the page does not seem to help as the video will stop in the same place. BBC iPlayer seems to work fine though. I also have a good internet speed. Running multiple speed tests I get about 7.7 mbs.

Now here are the things I've tried to fix the problem:

Tried on multiple computers including a Mac running Snow Leopard. Still the same problem.
Tried multiple browsers (FireFox, Palemoon, IE9 and Chrome).
Updated Flash to latest version.
Cleared internet cache and removed cookies.
Reset router.
Played with router settings - Wireless channel, turned off firewall and even a hard
reset.
Connected with cable directly to router and disabling wireless function.
Tried a completely different router.
Tried swapping internet/phone line filter.
Called my ISP and they say they aren't shaping/filtering network traffic and say I have a good network connection with about 7mbs line although there are a few 'faults on the line' but they shouldn't affect the connection speed.

Does anyone have any ideas? I really don't know what to do other than change ISP or get another phone socket put it. Both of which will be expensive and I can't really afford.

you could be using a too high of a pixel rate for the video... which pixel rate have you been using while listening to youtube? you could also look around other forums for people with the same problem Sparky, but there is a little bit over a low chance of finding someone with the same problem.

right click the youtube video and click on settings, then set the local storage to 10Mb, should let you proceed a little more into the video at least

YouTube has been redesigning their player/layout in the last few weeks, all of it horribly. YouTube has a long history of throttling their output so it barely supports 480p, with a head start. 90% of their videos come in at 68 KB/s for me since June 2009, on a 1.3 MB/s ISP-throttled connection. There's been 10's of thousands of complaints on Google Help Forums for YouTube for years. There's new segments of the world internet complaining every week. Google never cares, they seem hell-bent on finding new ways to kill-off YouTube on a daily-basis, month after month, with technical glitches and horrible redesigns. If there was somewhere else to go, we'd have left already.
