Don't just restart, do a complete power down, actually remove the plug from the wall and press the power button to completely allow everything to reset (unknown to many people a low power circuit stays active even when the system is turned off)
Then power back on and see if the card has begun to behave normally.
...I would also ask what application or monitoring feature are you using to determine the card is running at max output?

catalyst control center has a feature that allows to look at the activity of fans, GPU, temperature and so on.
but thanks for the tip. I will now shut down my pc completely and hope the problem is fixed by that.
It did not fix the problem. I shut down my pc, unplugged the the ehm... plug xD pressed the startup button twice 2 make sure the power supply was totally empty. then re-plugged the plug and restarted my pc.

I tried older and newer versions, but I know partially what the problem I now. Every time I connect to the internet my activity goes to 99%. When I disable my connection the activity drops to 0%.
Well if that's the case maybe you should look for possible bios and chipset updates that might address this.
I know my old asus board wouldn't work right with the 58xx series cards without a bios patch.
