When I open a new tab from a link, after using it the tab will not close down. Any help would be greatly appreciated. I did not have this problem using XP only after I upgraded to windows 7

Win 7 32 bit or 64 bit? Please fill in your system specs...

Also you mention an upgrade from XP to Win7... how did you accomplish that?

When I purchased the pc it was on XP with guaranteed update to Win 7 when it was released. I updated using discs sent by pc retailer. I think it is 64 bit. Sorry if
I sound a bit vague but as a senior citizen (Oldie) I am pretty new to this technology.

To manually close all of the tabs (including the ones you thought you closed but they didn't actually close) you can go into Task Manager, Processes and look for any iexplore.exe *32 items. End their processes and all of your IE tabs will close.
