Problems installing programs in win7

Dear comrades, I have a problem for some time that I can not fix.

A notebook aspire 5253 with OS win7 starter x64 and 4GB memory gives error to install several programs, including an hp printer and the program vegas pro. Formatted the same (+ 3 times) to win 7 Ultimate x64 and the problem persisted.

I've tried some things (Inclusive updated BIOS for last version).

Also I tried to format the hd with a program of low-level formatting (KillDisk) before installing windows, but the problem persisted.

I hope you can help me.

PS. problems in installing programs change from one to another, and also changed as formatted the notebook

This problem is same for all prograns errors in instalations.

You can try to spot errors with Event Viewer.

Open the Start Menu, and type eventvwr.msc in the search box and press enter.
If prompted by UAC, then click on Yes (Windows 7) or Continue (Vista).
In the left pane of Event Viewer, double click on Windows Logs to expand it, then right click on System and check for errors (see screenshot). If no related errors will be in System, please check Application section.

Please post description of errors occurred within the described time.
