problems with a protected command prompt

Hello,
I have a c# application that needs to launch a command prompt but the cmd it launches will not accept telnet. i have enabled telnet through windows features, and it works fine when i loaunch cmd from the start menu. is there something else i am missing? This program works fine on my XP machine.

Is there a API to launch an Elevated Command prompt? Either that or turn off UAC.
