The main focus of my search is for a utility that will allow the setting and saving of process priority via simple right-click through task manager. I had my eye on PRIO as it looked to do just that while also offering the bonus of a convenient UAC auto-elevation option. Unfortunately it looks not to have been supported since 2012. I aborted installation when it began looking like some of the options may be Vista only.
