program installed from user-make it for admin too`

I installed a whole bunch of programs as a user. How do I make it all available to the administrator?

If you want to make a program available to all users you can copy its shortcut and paste it to C:\ProgramData\Microsoft\Windows\Start Menu\Programs folder, that'll make the shortcut appear in the Start menu/ All programs list for all users. Remember C:\programdata is a hidden folder so you'll need to unhide it. You can see this tutorial.

Similarly, placing the shortcut in the C:\Users\Public\Public Desktop folder will make the shortcut appear on the desktop.
