Task manager on Windows 8 has a very nice feature that shows hard drive usage per process. Is there a program that can do the same on Windows 7 and possibly Vista?

The reason I'm asking is because my laptop becomes unbearably slow at times. I check the CPU gauge and it stays relatively low (10%-20%) but programs take forever to open. I also look at my HDD LED and at times it may be glowing solid. Plus if I touch that area of the laptop I can feel HDD spinning... so some service is going wild on my system...

Process Explorer can do that
Process Explorer

Right click on a column header and you will get a "Select Columns" menu. Select the options you want from the "Process Disk" tab.

Thanks. I did the Process Explorer trick and here's what I found (see attached). Do you have any idea what that is? Disk reads constantly goes up for it.

The Windows Driver Foundation can be a pain. Disable it in Services and see what happens.

It may try to sync something to a USB stick. If you have any stick attached, take it out.

I can suggest to use Process Hacker (Overview - Process Hacker) which shows that.
In the main list of processes, it shows the "IO Total", the current read/write the program is currently doing. And in the disk tab it shows the detail of each file being accessed by each program, and how much does it reads or writes. For it to show those details, it must be run as administrator. It's open source.
