programs not completely shutting down

I first noticed this happening with winamp and utorrent.. I press the close button and the program 'closes'... but if i look in task manager the process is still running, still taking up resources.. And it's not just the programs- although those two are the main culprits and do it every single time other programs occsssionally do the same thing... Is this a software issue or a win 7 issue?

With an unexplained change, start with a full antivirus scan. Download and run malwarebytes, full scan after update

If you are clean, I will give you a clean boot to help diagnose.
