Programs Not Responding

when i try and open files and then get the programs out and extract them the programs wont respond when i try and open them and i get appcrashes no idea how to fix it

i tried that another file said something about run error 216 :/ it doesnt open none of the .exe files

Since it's not stable when booted work in the boot mode through these steps for http://www.sevenforums.com/tutorials/219533-troubleshooting-windows-7-failure-boot.html to check for infection first, then run SFC from the booted installer/Repair CD Command line.
