Programs Will Not Install Win7 x64

Win7 Ultimate N x64 has been kicking my butt. Just about every time I install a new program, it has issues. I am logged in as the Administrator... all privileges I checked.

After install most of the time everything seems ok... Then I reboot... BAM - shortcuts in the Start>Programs>(specific program) are missing... Icons on the desktop go white... go into the tree structure and look in Programs or Programs x86 - programs are there. Can see the EXE files or SETUP - click and boom - get a permissions issue (access denied).

Have tried "right click - run as admin" - does not work
Have tried "right click - properties - change all permissions of install file" and "compatibility"

This happens on X32 or X64 designed programs...

In my folder structure there are a number of folders with the "Lock" icon on them... I am logged in as "Administrator" - can't figure out why these locks are on...

If you want to suggest "Perform a Clean Install" save your keystrokes - that is not productive as that has been tried 2 times previous... won't do that again as have giggered critical programs to run...

Now Safe Mode - that is not something I have tried... hmmmm...
