Programs Won't Start [New]

Hello All,

I am currently running Windows 7 64 bit

I am having a lot of trouble with starting programs (I think its mainly .exe files)
I have looked at threads on this site regarding the same problems but none seemed to help fix this issue. I have Norton Security 2012 currently as my main virus protection.

Some trouble-shooting methods I have already tried are:

Removing all the startup programs.
Doing a system restore
Also I have downloaded and run scans with Malwarebytes Anti-Malware program

I am prepared and open to any fixing suggestions.

Please help me.

You're going to have to expand a lot more on "having trouble with starting programs". Please be specific in what your exact issues are, step-by-step.
