Proper way to add folder to Start Menu?

Ok, seems like a really dumb question, but this is really frustrating me. Ever since I switched to win7 I havent been able to figure it out.

All I want to do is add a folder to the start menu, and drag and drop the programs I want into that new folder.

I can make the folder but when I drag any shortcut into the folder an error pops up.
For example I made a folder multimedia and this was the error:

Location is not available
C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Multimedia\ is not accessible.

Access is denied

Any ideas how to fix this?

The way I do it is I make a new folder on the desktop and call it what ever I like. Then I drag the folder to the start menu button. After a second or two the start menu opens. You can let go of the folder there, which will pin it to the start menu, or you can over the folder over the program button. After another second, it will open the programs folder. You can then release it in programs, where it will fall in alphabetically, or place it within another folder.

You may try it via favorites. Right click on the start button, and select properties. When the taskbar and start menu properties window will appear, click on customize . Now enable favorites menu .

So there is favorites menu in your start menu now. Right click on favorites > properties > location tab , you may browse to the custom location . I hope it will do the thing what you want .
